Alameda

As 4-H Program Representatives, Carol Crossett and Cheryl Fraser will promote 4-H SET at all opportunities presented to us and answer all inquires. We have given and will continue to speak about 4-H SET and Experiential learning at the county 4-H Leaders' Council and new leader orientations. Carol and Cheryl will continue working with project leaders that have expressed interest in 4-H SET and the SET abilities. A 4-H SET newletter will be sent to project leaders.The Alameda County Fair has contacted us about ways to incorporate SET activities in the county fair competitive exhibits.The Lawrence Hall of Science also expressed interest in collabrating with the Alameda County 4-H Youth Development program incorporating 4-H SET

The Butte County 4-H Youth Development Program plans to develop SET based curriculum in Animal and Plant Sciences. The Livestock Committee has developed a Best Practices Workshop for volunteer and Livestock Leaders Training Workshop for support, resources, and needs.

Colusa

The Colusa County 4-H SET Program begins with the club program. The Community Club leaders were introduced to the SET initiative with a power point presentation at the annual dinner meeting. This was the ideal time to introduce the SET initiative to them. There was immediate buy-in and enthusiasm across the board.Every club received a National Science Day experiment kit. The clubs reported it was met with great success and excitement. Tower Building and record keeping on the computer are on the horizon in the near future. All volunteer leaders are being encouraged to do inquiry method techniques with members. SET activities will also be done at county events.Princeton Unified School District's afterschool program has become an enthusiastic partner with the 4-H SET program. Princeton USD's STAR testing scores in science and math dropped last year to an unacceptable level. They see SET as a perfect fit in their afterschool program to help boost their scores in the coming years.Arbuckle Elementary Afterschool Program has been brought onboard as well. The Site Coordinator will begin doing S.E.R.I.E.S. with her students this year.An ongoing collaboration with Williams Elementary third grade classes will be further enhanced with the 4-H SET program. All six third grade classes participate in a year long Pioneer Life experience. 4-H Set will help the students explore sience, engineering or technology in the 1840s.Colusa County 4-H runs a 5-6 day resident overnight summer camp. Outdoor science is an integral part of the curriculum. Already talking about next summer, campers are suggesting more science activities for rotation seesions such as wind tunnels and parachutes, rocketry and fish science.As members and leaders experience the activites and learn of the possibilities the SET program is taking on a life of its own. The entire plan described above is being planned for this first year in Colusa County. In the following years the plan is to expand our reach in the three school districts now being served, introduce SET into the remaining two school districts as school enrichment or afterschool programming.


Contra Costa

Bay Point is an unincorporated, ethnically diverse, low-income community. We collaborate with after-school program staff and with a multi-agency network, Bay Point Partnership, that strives to bring family services to Bay Point. In support of after-school programs we currently: Provide curriculum, staff training, and technical assistance. " Link Los Medanos Community College (LMC) honor student mentors and foster care teen teachers (in-progress) with after-schoolers. " Are recruiting scientists from three chemical companies for our 4-H SET steering committee.We seek a 4-H SET grant to expand support to include:" (4-H staff/steering committee) Review program to-date; adjust plan for following school year" On-going, hands-on science activities in the Bel Air after-school program. " Young scientist webinar series. Scientists (under the age of 30) will demonstrate new science/technology innovations via the web. For example, a 25 year-old former 4-H er physical therapy Ph.D. candidate will demonstrate a new (very cool) muscle biomechanical assessment system. " Training for after-school staff on how to infuse science into all activities (e.g. arts & crafts, cooking, games) and how to generate excitement for science." Family science nights (based on highly-acclaimed Lawrence Hall of Science Family Math model). We will train teens from the continuation high school, middle school and the foster care program to devise and lead family science activities." LMC Family Field Trips: We will connect families to LMC via field trips and through our LMC Honor student mentors. The mentors will help youth and their families better understand steps for college preparation and how to gain admission to science programs including process technology and nursing." Industry support of science: Through 4-H SET we will involve community scientists in after-school and family science programs.Once we have a model that works well in our pilot Bay Point school, we will expand to additional Bay Point schools and then new area schools.


Del Norte

The primary youth will be exposed to the YES curriculum. We will pilot the Farm to Fork curriculum in a charter school and we will sponsor a food safety class. This year we will work on improving our animal science projects by giving the youth the oportunity to add vet science and proficiencies to their projects.We will continue working on the GIS and rocketryprojects and participate in the Earth Day event.


El Dorado

El Dorado County 4-H Club and Outreach programs will launch a new pilot program SET in our county. The purpose of the progrm will be to encourage youth to join and become active memnbers of SET programing in 4-H. SET pilot program consists of four components:1)A planning group to help design recruitment strategies for youth and volunteer leaders;2)A local media campagin aimed at advertising in the community;3) Events and activities geared around GPS/GIS to bring attention to the new program;4) Evaluation of the program. SET will focus on junior high to high school aged youth recruitment, with a focus on diverse ethnic groups. The focus of the pilot program is recruitment of youth that would not often consider themselves interested in 4-H youth development programs with an emphasis on the connection to research based information from the land-grant university system.

Glenn

Our main goal is to increase scientific awareness in existing projects. We decided to first concentrate on the animal sciences. Devoting the bulk of our efforts towards disease transmission, disease prevention, vaccinations and entomology. What impact do those bugs have on your animal? Additionally, what impact does your animals waste have on the environment? How do you dispose of that waste? Will it get into our water supply? We would like to inform our members about environmental waste and waste water treatments.Possibly offering composting as a positive way of taking care of their animal waste and how it can be suitable to be used for gardening and other crops.Waste management in general is another topic that we would like to cover. This would include the promotion of recycling. We would like to purchase recycling bins to be used at our county events and use the money received from that to put back into our SET programming. A field trip to the local land fill to show the kids how much of the things dumped there could have been recycled.As a committee we will come up with curriculum and resources that can be used by every animal science project leader. These should be adaptable from the smallest of animals (rabbits, cavies and avian) to the largest of animals (swine, sheep, cattle and horses).We have plans to come up with a presentation to go on the road with. It will be presented at all 4-H Clubs in our county and hopefully at community civic organizations. The plan is to premiere our road show at the Annual Leaders Dinner being held in January.There will be inquiry based hands on activities at most, if not all county events. Beginning with the Science Day experiment with hydro gels to be introduced as an activity at our Leaders Dinner. Then providing each club with the materials to do the experiment at their clubs.We would like to offer a short term science day camp. This would be a great opportunity to get those young children excited about science from the very beginning. Our annual summer camp will definitely have more science based activities offered each year.


Humboldt

The Humboldt County 4-H SET Program Plan will be a multi-phased process that will incorporate local, regional, and state resources to provide a new focus for the youth of Humboldt County.  Traditional and non-traditional 4-H programs will be expanded to allow local youth and adult volunteers to participate in new frontiers that are being developed in the fields of science, engineering, and technology.

An initial outreach and exploration of the new frontiers will be provided through a 4-H SET Expo scheduled for April 25, 2009 at the Redwood Acres Fair Grounds in Eureka, California.  The 4-H SET Expo has been designated to be a collaborative effort to engage local, regional, and state resources to display and demonstrate innovative hands-on approaches to problem solving techniques.  This learning environment will promote the exchange of ideas and provide the stimulus to launch the Humboldt County 4-H SET Program into subsequent phases.

Capacity building for the Humboldt County 4-H Program could be a direct result of the 4-H SET Expo.  Networking with innovative businesses, academic institutions and research centers, community organizations, the various disciplines associated with Cooperative Extension, community leaders, and various foundations and grant funding sources will open new doors of exploration for youth and families within Humboldt County.

Outreach and exploration will include, but not limited to, the following subject areas: appropriate technology, renewable energy production, sustainable agriculture, sustainable forestry, small-scale farming, urban farming, green building technology, and land stewardship concepts.  These new approaches will be explored and considered for incorporation into existing 4-H programs and expand curriculum.

The goals of the Humboldt County 4-H SET Program will be to: retain and encourage teen participation, to seek inclusion of minority representation in the 4-H Program, to develop a better interface between urban and rural environments, and to build upon existing university and college resources to broaden the 4-H spectrum in Humboldt County.  An objective of the Humboldt County   4-H SET Program will be to promote “Change That We Can Believe In”.  This concept will build upon the legendary 4-H mottos of “Making The Best Better” and “Learn By Doing”.


Imperial

The primary goal for Imperial County’s SET’s plan will be to provide training and materials to 4-H adult and teen leaders interested in delivering SET curriculum.  Methods of delivery will include afterschool programs, camps, club project meetings, and with 4-H Military Clubs.  Staff in these settings will be trained through staff development programs that aim to increase science process skills, to facilitate experiential learning and to use curriculum in a way that fits with SET objectives.

Kern

We will build and add to existing programs and with the effort of county leaders to bring more SET related activities into projects and 4-H events such as camp. We will host special events that will emphasize SET that we will open to the public to recruit new members. We will begin placing a SET activity that can be done at home or at a club in each edition of our newsletter starting in 2009. We will also attempt to re-introduce school enrichment activities at the local schools.

Lake

The Lake/Mendocino 4-H Summer camp is the highlight of the 4-H year for many members. The camp is a great example of youth adult partnerships, where youth participate in every aspect of planning and execution of the 6 day summer camp. The week is filled with hands on activities and workshops that change slightly from year to year. The Lake County office is currently responsible for the oversight of all aspects of the summer camp and will make this years camp the center of our SET program. This year the M/L 4-H camp will be using a SET based theme, which will provide the opportunity to re-work existing workshops to conform to SET principles and develop new workshops to highlight the SET process. Our SET planning committee will train camp volunteers and workshop leaders to introduce SET concepts through hands on demonstrations and examples. The committee will help train volunteers, workshop leaders and other youth leaders in SET philosophy and techniques and will approve the resulting workshops.

*4-H SET in Los Angeles County will involve three constituent groups:The Los Angeles County 4-H Club ProgramThe Los Angeles Unified School District Partnership with 4-HThe Los Angeles Air Force Base and 4-H PartnershipEach group will engage in SET related activities including a full year devoted to water quality, water conservation and watershed management. In the first year, youth will learn to take water samples from various water sources throughout Los Angeles County, analyze the data and compare the data with others and report their findings. The UCCE Orange County and Los Angeles County 4-H programs will design and implement a project that investigates local water issues as they relate to water quality, conservation, and ecological health of watersheds. This project will be implemented through 4-H Clubs, 4 H After School Programs, School Enrichment, and Residential Camps from June 1, 2008 through August 31, 2009. The target audience for this project will be youth from 9-11 years old. The project will reach the target audience through new and established 4-H venues. Youth participants will represent the diversity of the two counties, and include Caucasian, African American, Hispanic, and Asian ethnic groups. The overarching goal of the Orange and Los Angeles County project will be to increase youth understanding of the linkage between urbanization and its impacts on the health of local streams, creeks, and the ocean. The measurable objectives will include reducing the presence of dry weather runoff in residential neighborhoods, reducing overall water use in home, and assessing the overall health of a local stream or creek by monitoring the associated pollutants (nutrients, pathogens, etc&). Outcome data will be collected using pre-post knowledge surveys and authentic assessment tools will be used to assess the ability to apply the knowledge in their own neighborhood. A final report will be submitted at the completion of project implementation and data analysis. The Orange and Los Angeles County project will review applicable curriculum as a basis for the development of a more complete urban water quality curriculum based on an existing water conservation and water quality research project underway in Orange County. Madera

My plan is to work in two directions the first will be to work with all my leaders to find out what they are doing in relation to SET in there current projects and provide the needed help to improve this part of there projects. The emphasizes will be in my animal science projects. This will happen when I meet with all my project leaders at my spring meetings. The second direction will be to start a new club based on SET I am going to start out with Rockets and Robotics. I have a leader for each of these projects lined up. In the Robotics project we will be working closely with the High School Robotics team.


Marin

The Marin County 4-H Program will expand its environmental science programming in newly created settings as well as to currently existing ongoing project groups, framed around experiential learning and inquiry-based learning. The three new collaborative county projects with partnering agencies are: Conservation Corps North Bay (CCNB), Peer Summit, and County Fair Fun Fest. SET activities will also be targeted for special interest project groups. The current ongoing groups include school embryology, boat group, and camps. The largest project will be the Naturalist Project, in collaboration with CCNB with its AmeriCorps program. By nature, this project is service-learning. The 2-year program will be a pilot centered on seven Marin County environmental topics in year 1, and an expanded program in year 2. In addition, this program provides an opportunity to develop a model for future youth development programming with an environmental education focus.Thematic activity kits will be developed which can be replicated and adapted in various educational settings. The themes include: environmental stewardship, ornithology, and National 4-H SET activities. Curriculum will be developed from National 4-H SET activities, Animal Ambassadors, SERIES, and UCCE Marin publications.Project groups will be led by trained adult and teen leaders, whereas 4-H staff will lead sessions at collaborative youth events held for public youth. This approach combines new and innovation programming as well as enhancing current programming. This integrates SET into the total program.

Mendocino

Building on the Lake county SET program, we will hold a three day, science based, day camp in Mendocino County. This is a new camp and will require new resources and extensive planning to implement. We will leverage our volunteer and professional development created in the Lake county SET program to garner new volunteer resources and develop additional training opportunities. In addition to workshops that emphasize SET principles, we will develop new workshops to highlight SET abilities while remaining culturally relevant. Our SET planning committee will train camp volunteers and workshop leaders to introduce SET concepts through hands on demonstrations and examples. The committee will help train volunteers, workshop leaders and other youth leaders in SET philosophy and techniques and will approve the resulting workshops. In collaboration with the City of Ukiah, and Nuestra Casa we will offer a variety of hands-on workshops in a wide variety of environmental science, gardening, and physical science to 75-100 low income children in Ukiah.

Nearly 125 hours/year of staff development and planning each year. Campers will participate in the sessions and activities that are put together by the teen staff. Participation will be ~25 teen staff annually, 20 adult volunteers annually, and 120 youth members annually. Educational content is planned from March-June.B. RoboticsWorking with the Delhi Unified School District, 4-H will provide training and curriculum and other resources to the afterschool staff and high school youth in the subject of robotics. The afterschool staff will use the curriculum to work with the afterschool students in 4-H project areas. Each project is to take approximately 8-10 weeks of time to complete with space for about 20 high school youth per project time period. Robotics curriculum will also be made available to 4-H Club projects.C. GIS/GPSSan Luis High School Teacher, Karen Ellington is also a trained 4-H volunteer will work with students in her classroom and other teachers to use GPS technology and GIS software as a part of her classroom curriculum and state standards. 4-H will provide hardware and software resources as well as training for Karen and the other teachers who choose to use this in their classroom. Karen has a 2008-2009 GIS grant to study the effects of high-speed rail. Working with the city of Merced, youth who are enrolled in club projects or are a part of the classroom enrichment projects will use GPS technology to mark and annotate the location and type of road signs. The data will then be transferred to the city in an effort to take an inventory of and look at the distribution of such signs. This would be a community service opportunity for our clubs.D. Bio-SecurityFour clubs in Merced County pilot tested bio-security curriculum and have displayed a major interest in using Bio-Security curriculum as a part of their regular animal science projects. 4-H will provide the needed resources and training or funds for training to the leaders and youth who would like to use this curriculum in their projects.E. Professional and Volunteer DevelopmentThis will consist of meetings, trips, events, guest speakers/presenters for volunteers, youth, partners and other collaborators. Beginning in December 2008 we will host a web development training for volunteers and a technology training for 4-H Staff (content). In January, during our kick-off meeting we will provide a workshop to steering committee members and volunteers on the Essential Elements of a 4-H Project (delivery, process). We will encourage teams to participate in the February 7 regional SET training(content, process). March, during our Communications day camp staff will be offered training in hands-on, experiential learning (process). April we will have a Mechanical Skills day that will provide an opportunity for volunteers, youth and others a place to present and to learn (content). May we will work with school enrichment, afterschool and club projects to plan a trip to a science museum (process & content). In June we will host a 2-day training on the 5- SET areas for our Camp staff as well as others who are interested in further developing their skills.

Monterey

The Santa Cruz and Monterey County 4-H SET plan will have two components.

Component #1: National Partnership for After School Science (NPASS)
The NPASS project will be delivered in cooperation with the City of Watsonville Department of Parks and Cultural Services and will be delivered at 4 recreation centers that provide after school program for youth of the Pajaro Valley Unified School District which serves southern Santa Cruz and Northern Monterey Counties.  The project will provide monthly staff professional development to the city employees on science, engineering and technology related curricula, which they will in turn use to facilitate education to the youth participating in their afterschool programs.

Component #2: The Soquel Creek Steelhead Education Program
The 4-H Youth Development Programs in Santa Cruz and Monterey Counties each serve roughly 100 youth through residential camping programs each summer.  In recent years, both camping programs have been interested in adding elements of nature education to their camping programs, but have been unable to find volunteers interested or available to provide such programs.  I would like to train 4-H volunteers and youth to develop and provide such programs.  The need and opportunity for nature education at each camp is tremendous.  While each county attends camp at different locations in the Santa Cruz Mountains, both facilities are surrounded by redwood forests and have the Soquel Creek running right through them, which is designated as an “invaluable Steelhead and riparian habitat” by the Sierra Club.  Therefore both of these facilities are ideal for developing wildlife and fisheries resource education programs.


Napa

The Napa County 4-H SET Intiative will focus on reaching 500 new youth and 100 new adults by developing locally specific programs that will address multipe delivery modes and audiences. This will be accomplished by developing the Napa County 4-H Set Team made up of youth, adult volunteers, staff, and community partners.


Nevada

Nevada County 4-H SET will focus on expanding and strengthening science projects in the Community Club Program, as well as strengthen the use of SET curricula and activities in existing and new 4-H delivery modes. Over the next five years, Nevada County 4-H SET will reach 2,000 new youth and 100 new adults through the following 4-H SET projects and activities: " Develop a GIS project that will involve GPS software." Enhance current Computer Technology project(s) that will work with the GIS project to run the GPS software and provide technical assistance. This project will also teach web design." Enhance current Rocketry project(s) with field trips, guest speakers, and new supplies and equipment, including design software." Science Field Day at the beginning of the program year to promote the projects and recruit new youth and adult involvement." Day camp(s) in the spring. These will be youth organized and led to allow them the opportunity to showcase and teach their new science projects. All youth in the community will be invited to participate." Overnight camping trip in June or July. A reward trip that will allow further demonstrations of the skills participants have learned." Enhance the existing Embryology program with new equipment and better promotion." Offer field trips to local area interest including astronomy clubs, technological businesses, farms, manufacturers, solar power companies and other science based areas of interest.These efforts will be supported by offering ongoing professional and volunteer development opportunities to staff and volunteers to help them develop the skills necessary to meet the goals and objectives outlined.


Orange

The main objective of Orange Countys SET plan is to have meaningful, purposeful SET experiences in multiple delivery modes. These include preexisting and future projects, afterschool programs, and camp settings. To reach this goal we plan on training volunteers in content and approach. Special emphasis will include the Toyota 4-H2O project which is already in progress. We hope to use the same training methods and curriculum and secure an afterschool program in fall of 09. Priority will be placed on creating and enhancing the use of technology in our exciting programs and curriculum delivery. We also hope to develop a career exploration program and collaborate with professional scientists, engineers, etc.


Placer

Placer County 4-H SET will focus on the development of new 4-H SET programs and projects using new and existing delivery modes in the county, increase professional and volunteer development, and strengthen the use of SET curricula in new and existing audiences. Over the next five years, Placer County 4-H SET will reach 8,000 new youth 250 new adults though the following 4-H SET programs and projects: 1) establish 4-H Science Clubs in afterschool settings, 2) Train teens to deliver science curriculum (e.g., YES, Science experiments such as polymers) to youth in school and in afterschool settings, particularly in Roseville and Rocklin, 3) develop a Junior Master Composter Program, 4) use Master Volunteers to teach a lesson study using SET curriculum, 5) put on Camp Military Kids focusing on SET curricula, 6) strengthen the use of SET curricula in 4-H Camp, and 7) improve the Embryology project equipment and hatch rate using new scientific developments. Importantly, some of these programs and projects are aimed at reaching youth in more urban areas of Placer County, such as Roseville and Rocklin, as well as Military Kids. To date, these are untapped audiences that do not receive any 4-H Programming in Placer County. These efforts will be supported by offering ongoing professional and volunteer development opportunities to staff and volunteers to help them develop the skills necessary to meet the goals and objectives outlined.


Plumas/Sierra

Where learning is the pursuit of meaning and truth, where curiosity, investigation and discovery are encouraged and nourished towards excellance in every aspect of the participants life our guiding principle will be the engagement of the imagination by developing, designing and presenting a Traveling Exploratorium. Grades 7-12 would be involved in the actual designing/presenting piece using three theme based areas of science which they would then travel to neighboring schools and present hands-on activities for children K-8th grade.The goal would be to rotate the develop/design/presenting piece each year to a different school site (5 sites) culminating with awards for best traveling show.


Riverside

Riverside County SET Program will begin with the professional volunteer development section. We will introduce the SET program to leaders through a presentation. The second step of the program will be to educate leaders, members and parents on how each 4-H project is science based and offer them different means of teaching their projects. We will be offering training to Leaders (junior leaders, teen leaders, and project leaders) on what they can do to promote the science in each project. This training will shows leaders that there is inherent science within each project. The emphasis will be on showing them how to look at projects from the scientific perspective. We will collaborate with agencies to provide expertise in the areas of science, engineering and technology. Collaborating agencies will include, but not be limited to, school districts, after-school agencies, and UCCE Riverside County FSNEP. We will also be contacting other agencies to ask for additional funding, resources and support to promote this program. Hands-on experiences will be offered to 4-H leaders and members using the YES series at the Annual 4-H Institute training day, 4-H field days and after-school programs. A knowledge bowl will be established for club teams to take part in. The goal of this program will be to have each 4-H member realize that his or her projects are science based. Members will learn how to integrate the use of technology into their projects. Leaders will learn how to use a resource guide developed by the steering committee listing existing county curriculm and local and regiional community resources to support projects efforts. Lastly, we will document our success through attendance records participant surveys and program reviews.


Sacramento

Sacramento 4-H has a good base of county-wide science programs in place. We hope to expand these programs to more youth and deepen the science experience for youth involved. Objectives include:"

San Bernardino

The San Bernardino county 4-H YPD plans on having a GIS project within the 4-H program as well as a project within the public school system. For the GIS project, we will work with ESRI, Inc. and the Redlands Conservancy to map a brand new hiking and bike trails that are being developed in the hills of Redlands. Including geospatial science opportunities into the San Bernardino county 4-H activities will increase education in the area of geography and mapping as well as introducing a new sense of awareness in regards to world issues (e.g., environmental difficulties) that would give 4-H members a different view of their local and world surroundings. Moreover, this exposure may positively impact 4-H youth to pursue careers in science as a result of this project. County SET events that are planned which include GIS/GPS activities are: creating a new map for the newly created San Timateo trail in Redlands, create new urban and bicycle trails, and gather geographical data for the historical homes in the Redlands/San Bernardino area. Other events include have a SET science field day in conjunction with GIS Day 2009. Another objective is to establish a 4-H SET Science club for Magnolia Elementary and Middle Schools in the Upland Unified School District. Form partnershipslocal colleges, industries, and organizationsto support this club and any other new clubs that come on board as a result of this project. The establishment of the Magnolia clubs will involve contacting students and parents to establish a list of potential club and volunteer members. From that list, a volunteer youth leader base will be formed to help create the SET science clubs in either an after school setting or for school enrichment projects throughout the county. Establishing similar after school programs in the greater San Bernardino area school districts as well as provide school enrichment opportunities for school districts is another goal of the county plan.


San Diego

The primary goal in San Diegos SET plan is to facilitate experiential learning within the SET context. We will deliver these experiences in both the afterschool and camp settings. These delivery modes are currently and have previously been in place. Staff in these settings will be trained through staff development programs that aim to increase science process skills, to facilitate experiential learning and to use curriculum in a way that fits with SET objectives. Special emphasis will be placed on the environmental science component of 4-H programs. Additional priority will be placed on building and enhancing the use of technology in existing 4-H programs and curriculum delivery. We plan to supplement these efforts with a mentoring program to be established through collaboration with industrial scientists from San Diegos Biotech industry.


San Joaquin

The purpose of this 4-H event is to provide 4-H members with an opportunity to demonstrate their knowledge and skills in the project areas of tractor maintenance and operation; engineering; and ornamental horticulture, while also engaging in healthy competition with other 4-H members at regional, statewide and national level competitions.


San Luis Obispo

The San Luis Obispo County 4-H SET Initiative will focus on developing stronger 4-H SET programs, increased professional development, and strengthening the use of SET curricula. Over five-years, the San Luis Obispo County 4-H SET Initiative will reach 1200 new youth by incorporating 4-H SET within existing club projects and county events, by developing new 4-H SET opportunities for multiple audiences in diverse settings, and by facilitating networking and sharing of SET resources and expertise between clubs. A county 4-H SET team will be assembled, comprised of youth, adult volunteers, staff and community and professional partners. The 4-H Set team will assess and address local 4-H SET needs and opportunities in the areas Program Development and Design and Professional/Volunteer Development. In addition, the 4-H Set team will evaluate county 4-H SET programs and make appropriate adjustments using evaluation criteria developed by the State 4-H office. The county SET team will develop the skills necessary to meet the goals and objectives outlined above. In addition, a fund development campaign will take place to secure funding in the range of $2500 to $5000 annually to support the county 4-H SET program.


San Mateo/San Francisco

The San Mateo county 4-H program will design and implement a project that investigates local water issues as they relate to water quality, conservation, and watersheds. This project will be implemented through 4-H Clubs, Afterschool programs, Spring and Summer Day Camp programs at Elkus Ranch, 4-H Summer Camp, and become an additional component to special interest programming at Elkus Ranch from September, 2008 through August, 2009. The target audience for this project will be youth in grades kindergarten through twelve. Youth participants will represent the diversity of San Mateo County, and include Caucasian, African American, Hispanic, and Asian ethnic groups. As Elkus Ranch serves the greater San Francisco Bay area, participants in programming at Elkus Ranch may come from surrounding bay area counties, including San Francisco, Santa Clara, and Alameda counties. We will work collaboratively with other grant recipient counties to enhance program outreach and implementation.The overarching goal of the San Mateo county project will be to increase youth awareness and education about local water issues, water quality and watersheds. The measurable objectives will include the acquisition and use of content knowledge as it relates to water quality, conservation and local watersheds. Outcome data will be collected using pre-post and authentic assessment tools and analyzed using appropriate measures. A final report will be submitted at the completion of project implementation and data analysis. The San Mateo county project will evaluate From Ridges to Rivers, Exploring Your Environment and the Project WET curriculums to determine the appropriateness of using these curricula for the various non-formal venues in San Mateo County. However, in all instances, the curricula will involve water testing and analysis, an action plan to create positive change, educational workshops, volunteer engagement and uploading a vodcast (video podcast) of the project on 4-H2Online].


Santa Barbara

1) BC 4-H Doers The BC Doers Disaster Outreach & Emergency Response Supplies. Members learn about disaster preparedness for themselves and their pets, make basic kits, displays, and reach out to the community. Open to all ages. Costs will vary depending on 2) Aerospace & Rocketry Hands-on learning in the field of rocketry, astronomy and paleontology. Includes an overnight campout at the Endeavor Center at VAFB. Ages 9 19. 3) Meet Your Wild Neighbor Presented in collaboration with the Santa Barbara Audubon Society Education Program. Includes meeting 4 live birds of prey, learning to identify birds by sight and sound, studying bird habitats& field trips led by expert Audubon volunteer guides. Materials include packets with colorful bird study cards and a sound CD included. (This science series adheres to State Science Standards). 4) GPS/GIS GeocashingSponsored by the Lompoc Valley 4-H and the Santa Barbara County Red Cross. Members (and parents) will use handheld GPS units to locate items through Geocashing, and to identify locations of items placed on maps in the Geographical Information System (GIS) using open source GIS software. The group will perform a community service project for the SB County Red Cross using GPS and GIS. 5) Countywide Sports Fishing Project Includes a fly-fishing clinic by a local expert, as well as low or no cost outings. 6). Agua PuraImplemented in collaboration with the Housing Authority City of Santa Barbara Resident Services Youth Program. The program includes: A. Agua Pura: Exploring Salmon &Steelhead in California Communities- the delivery and implementation of this new on-line curriculum with youth program staff and youth; B. Agua Pura: Exploring Community Watersheds: exploring local watersheds with local youth and developing related community service projects; C. Agua Pura Fotonovela Project: Working with the housing authority youth and staff, develop a photonovela (an illustrated photo novel) dealing with local water quality issue.


Santa Clara

Santa Clara County 4H (SCC4H) intends to initiate a Science, Engineering, and Technology plan of Action that will involve, educate, and inspire its present 4H members to a life-long pursuit of critical and analytical approaches to complex technical problems while nurturing and encouraging youths to consider careers in science, engineering, and technology. SCC4H will target to retain those youth that are predisposed to have an interest in pursuing SET related careers while additionally developing those youth of all ages that may at the surface have very little overt interest in SET, but could be aided to broaden their technical literacy and world view with appropriately targeted offerings enabled by the SET program. These goals will be pursued through strategic partnerships outside 4H and by developing and implementing materials to be made available at the club through county levels for SET program/project development including curriculum development, mentoring/training, and project resources. A county level steering committee is being formed comprised of 4H and non-4H members including youth participants, adult 4H members, and professionals in SET related disciplines from professional technical organizations, business leadership forums, and academia. The SCC4H program will also explore partnering opportunities for SET outreach through its participation in many community based activities.


Santa Cruz

The Santa Cruz and Monterey County 4-H SET plan will have two components.

Component #1: National Partnership for After School Science (NPASS)
The NPASS project will be delivered in cooperation with the City of Watsonville Department of Parks and Cultural Services and will be delivered at 4 recreation centers that provide after school program for youth of the Pajaro Valley Unified School District which serves southern Santa Cruz and Northern Monterey Counties.  The project will provide monthly staff professional development to the city employees on science, engineering and technology related curricula, which they will in turn use to facilitate education to the youth participating in their afterschool programs.

Component #2: The Soquel Creek Steelhead Education Program
The 4-H Youth Development Programs in Santa Cruz and Monterey Counties each serve roughly 100 youth through residential camping programs each summer.  In recent years, both camping programs have been interested in adding elements of nature education to their camping programs, but have been unable to find volunteers interested or available to provide such programs.  I would like to train 4-H volunteers and youth to develop and provide such programs.  The need and opportunity for nature education at each camp is tremendous.  While each county attends camp at different locations in the Santa Cruz Mountains, both facilities are surrounded by redwood forests and have the Soquel Creek running right through them, which is designated as an “invaluable Steelhead and riparian habitat” by the Sierra Club.  Therefore both of these facilities are ideal for developing wildlife and fisheries resource education programs.


Shasta

We will be collaborating with Gateway School Disctict in bringing YES sicience activities to four afterschool programs.


Siskiyou

Siskiyou County is kicking off a teens as teachers program to help afterschool programs provide hands on science programs. Teens will be trained in basic science and provided how to instructional trainings that focus on inquiry based learning. In addition, project leaders are shifting to inquiry based learning for all areas of project work.4-H camp counselors are adding a science in service learning program to the annual 3 day 4-H Camp.


Solano

Utilizing YES-trained 4-H youth and adults working in partnership teams and initiating a train-the-trainer model, six after school sites will be targeted to introduce inquiry-based activities to children and youth using the YES materials. All site providers will be trained as well as receive continued program support to deliver to program participants the hands-on projects. Sites will be identified as those currently teaching Youth FSNEP materials and who have already been introduced to the resources of Cooperative Extension. Community volunteers will, in conjunction with the YES program activities, introduce at the same sites garden-based activities utilizing the 4-H Master Gardener curriculum.

SET youth/adult training teams will be trained-as-trainers in a evening/all day Saturday workshop. Periodic gatherings of teams will be held to share about their experiences, challenges and accomplishments. They will also serve as a means for future planning to introduce new after school sites to the program.

Parents will be encouraged to participate in Parent Science Nights in which their youngster(s) who are participating in the program will serve as a guide for parents who experience a hands-on science lesson lead by their child.


A 2009 fall exposition will be staged at the Solano County Government Center lobby. Members of the Board of Supervisors, hosted by the SET Steering Committee, will experience activities and hear stories about the impact of SET in after school sites from providers, 4-H youth/adult trainers, and participants. The exposition will have a science fair “feel” and following a judging event of projects displayed, a recognition event will be featured for all participants.

Participation and evaluation data will be collected on a systematic basis. This information will be shared with community supporters and funders. It will also serve as a guide for program adjustment and/or review.


Sonoma

The Sonoma County 4-H SET plan will focus on infusing inquiry based science into our existing SET projects in order to strengthen them and encouraging new SET based projects to start up. We would like to increase the competency of our leaders through training as well as provide tools to prospective leaders.Over five years, the Sonoma County SET Initiative will reach 500 youth by developing locally specific 4-H set programs. Demonstrations, Field Days, Conferences and Trainings will be the delivery mode for the SET curriculum. In addition a marketing campaign in the fall will be implemented in order to reach the general public. This will be done through a countywide window display as well as other promotional materials, such as newspaper ads and bus signage to aid in recruitment of new youth.


Stanislaus

Sutter/Yuba

*Include SET activities at the Annual Yuba-Sutter 4-H Spring Fair, including kite flying activities (wind energy), rocketry (aeronautics), geo-caching (geospatial), and animal science demonstrations/experiential learning opportunities.*Enhance animal science curricula for all current animal projects to be SET ready.*Conduct the National Science Day experiment or other experiments at club meetings or at a County-wide event.*Enhance the annual Yuba-Sutter 4-H residential camp with a greater focus on environmental sciences. Activities may focus on ecology, fishing, forestry, outdoor education/recreation, science/technology discovery, etc.


Tehama

Science Rules will be a series of activities to promote and increase the knowledge, skills, competencies and comfort level of youth and adults for offering hands-on, experientially-based 4-H SET learning experiences to youth.

Tulare

The primary effort of the 4-H SET program in Tulare County will be to focus on existing programs that are already teaching SET based activities.  This focus will expand current programs or design new SET programs that will utilize a variety of delivery modes to reach new audiences and existing clientele.  A SET Advisory team will provide oversight and leadership for delivery of the 4-H SET based programs through club, camp, afterschool and school enrichment delivery modes.  4-H events will incorporate educational activities involving 4-H SET.  Adult youth partnerships will make this a positive venture. 


Tuolumne

A. Community Club program

1. Showcase SET activities at 2 county 4-H field days, one for animal projects and the other for non-livestock projects. These events are for 4-H families, not just members

2. Provide additional resources and equipment to increase enrollment and educational experiences in the Rocketry and GPS projects

B. In-school enrichment

1. Provide additional equipment and sets of classroom resources for the Embryology project

2. Purchase larvae certificates annually so teachers can use the Ladybug & Butterfly kits on hand. Replace the 5 kits that have been damaged in classrooms.

3. Dream goal Hire a young educator (college student?) for 3 months in the spring to coordinate and teach the in-school projects.

C. After school PM Club

1. Funding for equipment and travel for teens in the community club Rocketry & GPS projects to teach these at the six PM club sites.

2. Funding for lesson supplies and student workbooks for Jr Master Gardener program for the six PM Club sites. The UCCE office provided one teacher guide and one student handbook per site last year.

3. Funding for lesson supplies and teacher manuals for the Eating Healthy from Farm to Fork series for all six sites. Curriculum was introduced by 4-H staff at PM staff meeting but neither 4-H nor PM program has funding for the purchases


Ventura

Our SET program for the 2008-09 club year will include 5 main focuses:
•    Conduct an Ag Journalism Program in partnership with a local Junior High School.  This afterschool program will meet on a weekly basis January – May 2009.  Students will learn about gardening and write and produce a Victory Garden newspaper tabloid and a website, educating other youth, as well as the general public, about the benefits of gardening, food systems, and more.  

•    Staff will team with the Briggs After School (BAS) Program on a 5-month program.  This program will focus on agriculture education, using the Junior Master Gardener (JMG) Program.  A youth garden will be planted at the school site.  Master Gardeners and UCCE staff will provide educational activities and presentations on the Hansen Agricultural Center site (across the street from the Briggs School site).  BAS staff will be given JMG program materials to present to students in addition to the UCCE staff presented lessons, to reinforce and increase subject knowledge.

•    Staff will include a SET article in our monthly county 4-H newsletter.  Project leaders will be given guidance on how to build SET into their current project programming.

•    We will promote SET programming with our new Military 4-H Program.  We will be starting a new   4-H club at our local Navy Seabee Base in the spring, and another at our Naval Air Base later in the year.  We will encourage these groups to include SET projects, and provide training when possible.  Several staff from the base’s youth program will be attending the SET training in Santa Barbara in February.  

•    JMG Activity Kits:  Staff assembles JMG activity kits that 4-H leaders, teachers and afterschool program staff can borrow.  The kits include all the supplies needed to do 10-12 activities with 20-25 students.  There is no cost for the use of the kits.  When the kits are returned, we restock for use by other groups.  


Yolo

The Yolo County SET Program will center around our annual Art and Science Fair. All 4-H youth will be eligible to particpate. Judging of events will be done using the Danish system. Animal Science, Plant Science, Food Science, Mechanical Sciences, and Rocketry will most likely by the largest catagories. Adults will be trained to utilize inquiry based teaching methods to help foster scientific thinking.
